Thailand's Compliance on Cosmetic Labeling Requirements Takes Effect

Thailand's Food and Drug Administration (FDA) under the Ministry of Public Health (MOPH) released the guideline on compliance with cosmetic labeling regulations. The regulation, Notifications of the Cosmetics Committee Re: Cosmetic Products Labeling B.E. 2562 (2018), dated 14 June 2019, was issued last year, allowing existing products with non-compliant labels to be circulated on the market until 9 July 2020.

Manufacturers, importers and subcontractors for the manufacture and sale of cosmetics must ensure that all cosmetics have labels in compliance with the Cosmetic Act B.E. 2558 (2015) and its related regulations. The Food and Drug Administration (FDA) has published to date various regulations on cosmetic labeling. General requirements can be found in the Notifications of the Cosmetics Committee Re: Cosmetic Products Labeling B.E. 2562 (2018), dated 14 June 2019, which was published in the Federal Gazette on 8 July 2019. 
 
Among other requirements, all cosmetic products must have Thai language labeling within 30 days after importation before being distributed onto the market. The label must bear the required information as specified in the regulations. According to the guideline, the information on cosmetic labeling sold in Thailand must include:
•    Product name and trade name (with larger size compared to other information)
•    Type of cosmetic in accordance with the registration
•    Ingredients list
•    Use application
•    Name and location of manufacturers, importers, and country of origin
•    Net quantity of contents
•    Manufacturing date (month/year) and lot number
•    Expiration date (month/year)
•    Warning and caution statements (if any) – see additional regulations
•    FDA registration number.

Other specific requirements, including warning and caution statements (UV filter, preservative, tanning products, etc.), must also be taken into consideration. The rules and conditions for these can be found through the Notifications of the Cosmetics Committee.
