Replacement of the Russian Safety Data Sheet Standard is Moving Forward

On 25 April 2020 the Interstate Council for Standardization, Metrology and Certification (MGS) of the Commonwealth of Independent States (CIS) updated the information on the replacement of the existing Safety Data Sheet (SDS) Standard 30333/20007, Safety data sheet for chemical products. General requirements.

According to the published information, under the lead of the Russian Federal Agency for Technical Regulation and Metrology, the Coordinating Informational Center of the CIS Member States on the Approximation of Regulatory Practices (CIS center) is in charge of developing the new CIS SDS standard. The standard will replace the existing Safety Data Sheet (SDS) Standard 30333/20007, Safety data sheet for chemical products. General requirements and is scheduled to undergo the following steps before its final adoption:

  • January 2020 - the first edition of the draft should be prepared and distributed to the national authorities for feedback
  • April 2020 - the final version of the draft should be prepared and distributed to the national authorities
  • September 2020 - the draft of the standard should be submitted for adoption to the Bureau of the Interstate Council for Standardization, Metrology and Certification (MGS) of the Commonwealth of Independent States (CIS)

Very little is known about the actual changes that will be introduced with the new SDS standard. The existing SDS standard (3033/2007) is the oldest UN GHS standard in Russia and the rest of the CIS member states and is based on the 1st revised edition of the UN GHS. The latest unofficial information is that the new SDS standard will be aligned with the 7th revised edition of the UN GHS. This is the second attempt at the replacement of the existing SDS standard (30333/2007), as the first draft from 2018 was deflected in mid-2019.

Currently in Russia, the existing SDS standard, the GOST 303332007 has been replaced with the GOST R 58475-2019, Chemical Production Safety Passport. General Requirements, which will be considered enforced on 1 June 2022. When the newly proposed CIS SDS standard is adopted and enforced it will trump the GOST R 58475-2019.

Verisk 3E Analysis          

The new CIS SDS standard is very important since it will be one of the main standards for compliance with the Eurasian Economic Union (EEU) Technical Regulation (TR) on the safety of chemical products (041/2017). The standard will regulate all aspects of SDS in the EEU member states. In order to become part of the list of the compliance standards for the EEU TR on the safety of chemical products, the new SDS standard needs to be officially included in the text of the regulation.
