Development of New Standards for Compliance with the Eurasian Union Flavorings Regulation

On 17 January 2021 the Eurasian Economic Commission (EEC) Decision 171, which introduced a new list of standards that need to be developed for further compliance with the Eurasian Economic Union's Technical Regulation of Safety Requirements for Food Additives, Flavors, and Technological Aids (029/2012), will be enforced. The list contains 130 standards, 52 of which regard testing methods while the rest contain substance-specific requirements related to the production of food additives, including emulsifiers, glazes, thickeners, food stabilizers, etc.

The decision replaces the current standard list, which was enforced in 2014 (EEC Decision 55/2014). The newly proposed standards will be developed within a two-year period.

Among the substances that will be regulated with the upcoming standards are:

  • Potassium sorbate E 202
  • Benzoic acid Е210
  • Para-hydroxybenzoic acid methyl ester E218
  • Sodium pyrosulfate E223
  • Sodium acetates E262
  • Calcium acetate E263
  • Magnesium lactate E329
  • Calcium citrate E333 (iii)
  • Ammonium citrates E380

Currently, compliance with the Eurasian Economic Union's Technical Regulation of Safety Requirements for Food Additives, Flavors, and Technological Aids (029/2012) is supported by 66 standards, which are listed in EEC Decision 21 from February 2018.

This technical regulation is the main legal act that regulates food additives, flavors, and technological aids in the territory of the Eurasian Economic Union, which includes Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan.

The new list will widen the number of standards that regulate substances for the production of food additives, flavors, and technological aids and will help the manufacturers comply with the Eurasian Economic Union's Technical Regulation of Safety Requirements for Food Additives, Flavors, and Technological Aids (029/2012).
