Your Guide to Managing SCIP Across the Global Supply Chain

The EU Substances of Concern (SCIP) Database is the European Union’s reporting requirement for REACH Substances of Very High Concern (SVHC) in regulated articles and complex articles as directed by the EU Waste Framework Directive (WFD). The SCIP database will serve as the central repository for the information submitted by supplier of articles and complex articles for the EU. 3E asks suppliers on behalf of mutual customers for the information required for the SCIP database.

SCIP Timeframe and Requirements

From 5 January 2021, companies supplying articles containing Substances of Very High Concern (SVHC) on the Candidate List in a concentration above 0.1% weight by weight (w/w) on the EU market have to submit information on these article to The European Chemicals Agency (ECHA) into the SCIP database.  

The Impact of SCIP

The SCIP database ensures that the information on articles containing SVHC is available throughout the whole lifecycle of products and materials, including at the waste stage. The information in the database is transparent to consumers around the world and to waste operators. The transparency is intended to generate pressure to have SVHCs removed from products. ECHA emphasizes that the aim of the requirement is to promote substitution of hazardous chemicals in a circular economy, as well as to increase transparency among consumers about the presence of hazardous substances to better inform their purchasing choices and to provide information on how to best use and dispose of such articles. Enforcement and fines are up to the Member States. 

Suppliers of relevant articles need to provide:
•    Information that allows the article to be identified
•    The name, concentration range and location of the SVHC in the article or complex article
•    Possibly other information on the safe use of the article
Article 9 of the WFD contains the general requirements for providing this information to ECHA
